


The impact of climate change can be now seen all over the world whether in developed or developing countries.
The impact has been becoming extremely serious in the past decades, and it has been observed in various unexpected situations such as temperature and sea level rise, much frequently observed in the form of extreme storms and floods, as well as increased illnesses and diseases, etc. With those entire crisis situations, the international environmental convention called “United Nations Framework Convention on Climate Change (UNFCCC)” was opened for signature on May 9, 1992 and entered into force on March 21, 1994. The objective of the convention is “stabilization of greenhouse gas concentrations in the atmosphere at a level that would prevent dangerous anthropogenic interference with the climate system.”
The ASEAN Community (AC) which will be formed in 2015 also place importance on related issues of climate change and sustainable development. It is stated in the ASEAN roadmap 2009– 2015 that ASEAN shall work towards achievement of sustainable development as well as promotion of clean and green environment for the ASEAN region. ASEAN will actively participate in global efforts towards addressing global environmental challenges, including climate change, for development needs and environmental sustainability.
Thailand Greenhouse Gas Management Organization (Public Organization) (hereinafter referred to as “TGO”), which is the responsible agency in Thailand for GHG mitigation activities, recognized the crucial issue on climate change and initiated the establishment of Climate Change International Technical and Training Center (hereinafter referred to as “CITC”) which is aimed to be a “one-stop technical training center” and networking platform on mitigation and adaptation for ASEAN countries and other developing countries.
The main activity of CITC is to provide training service in the area of Climate Change Mitigation and Adaptation, establish networking platform for ASEAN countries, disseminate knowledge on Climate Change Mitigation and Adaptation, and to be a learning resource center on climate change mitigation and adaptation. The target groups of CITC are governmental agencies, academic institutions, private companies related to mitigation and adaptation, and general public.
